Water changes the signal far more strongly than any dry cargo or insulation. Moisture creeping in slows and weakens signal paths through one region, a little more each day. No single reading shows it — the slow, one-way drift is the alarm, and drift is what this system is built to see.

In the physics: Water's eps_r ~80 versus dry cargo/insulation ~2-4 means even small moisture accumulation dramatically changes local permittivity, shifting path delays through affected regions and re-weighting reflection amplitudes. The change is spatially localized and monotonic over days — invisible to any instantaneous sensor but ideal for drift statistics.
